Interim Vice President for Finance and Administration
As Oregon State’s Interim Vice President for Finance and Administration, Mike Green provides leadership, oversight, and stewardship for all aspects of the university's administrative resources and services. He is responsible for overseeing finance and administration units, including, budget & fiscal planning, business affairs, business centers, capital planning and facilities services, human resources, public safety, risk management & environmental health and safety, and treasury management. On behalf of the university he serves as the institutional representative on finance and administrative matters to the Oregon public universities’ council of vice presidents of finance and administration, as well as discussions regarding capital planning, budgeting and fiscal planning, long-range business planning, allocation of resources among Oregon’s public universities, and approval of capital projects. He serves as OSU’s representative on the oversight committee of the University Shared Services Enterprise (USSE) that provides administrative services to all Oregon public universities. Mike also works closely with the OSU Foundation leadership to coordinate support for OSU’s mission and goals.
Mike came to OSU in January of 2014 as the Associate Vice President for Finance and Administration, leading the Controllership, Business Affairs, and Treasury Management functions. During Mike’s tenure at OSU, he has collaborated with Finance and Administration colleagues in developing and implementing key Board of Trustee treasury management and management reporting policies and processes, including successfully managing the process to receive OSU’s first credit rating and issue OSU’s first revenue bonds. As interim vice president, he recognized the need for university leaders to have a more accurate long-term view, and worked with colleagues to create a dynamic 10-year business forecast that integrates operational and capital needs. He oversaw the implementation of new information systems, including a broad eProcurement program, and led a significant realignment of the Office of Human Resources, resulting in improved delivery of programs and a streamlined student hiring process. Mike led the development of the division’s first strategic plan, ensuring its alignment with university goals and its focus on improving service, safety and health, and stewardship. He has also worked closely with colleagues to move forward capital development for the OSU-Cascades campus and the Marine Studies Initiative. Throughout these and other projects, Mike has made transparency and collaboration his primary focus, to ensure the perspectives of key constituents and community members are incorporated.
Prior to Mike’s tenure at OSU, he had 23 years of experience at the Oregon University System, beginning in the internal audit division and then moving to the Associate Vice Chancellor for Finance and Administration/Controller position where he was responsible for overseeing the preparation of the consolidated annual financial report, cash, investment and long-term debt management, payroll consolidation and reporting, tax reporting and compliance, and financial reporting to the OUS board. Mike has also served as a Trustee for the Optional Retirement Plan (ORP) and as chair and member of the investment committee that oversees the investment platform for both the ORP and the Tax Deferred Investment program. In addition to his higher education experience, Mike has five years of experience in public accounting. He holds a Bachelor’s Degree in Business Administration from Oregon State University and is a Certified Public Accountant. Mike is a member of the American Institute of Certified Public Accountants and the Oregon Society of Certified Public Accountants and serves on the Oregon State Credit Union board of directors.
