Michael Green to retire

Dear University Colleagues –

Today, I am writing to share important news. Mike Green, who has served as OSU’s vice president for finance and administration and chief financial officer, notified me that he plans to retire to spend more time with his grandchildren and pursue other opportunities.

Mike has provided dedicated leadership and service to Oregon higher education and Oregon State University for over three decades. Known for his deep expertise and unshakeable commitment to the university’s mission and values, Mike has been a valued member of the OSU community, leading the Division of Finance and Administration (comprising 10 distinct units and nearly 700 employees) and overseeing the development and deployment of the university’s $1.6 billion annual budget since 2017. Throughout his tenure, Mike has played a pivotal role in advancing OSU’s strategic priorities, shaping OSU’s financial landscape and advocating for the university’s interests across the State of Oregon and the nation.

I appreciate Mike’s close collaboration with Provost Feser, deans, vice presidents, vice provosts and other university leaders to advance our education, research and extension missions. He has worked tirelessly with the OSU Foundation and others to raise funds and secure authorizations that enabled OSU to build important infrastructure like the Marine Studies Building, the Peavy Forest Science Complex, the Patricia Valian Reser Center for the Arts, and the OSU-Cascades Innovation District (currently under development).

As vice president for finance and administration and the university’s chief financial officer, Mike also:

  • called for the development of OSU’s ten-year capital and business forecast starting in 2016, which helps leaders and the Board of Trustees conduct long-term planning and forecasting for strategic investments and their related financing;
  • conducted a broad business operations review in 2017 that led to development of the DFA Framework for Success program with metrics for continuous improvement and the division's ongoing project to modernize and refine OSU's business processes and systems;
  • established the Treasury Office in 2017 to improve OSU’s financial management program, including the creation of the university’s internal bank and earning a credit rating of Aa3 from Moody’s Investors Service;
  • co-led with Athletics Director Scott Barnes the Westside Reser Project Review and the Completing Reser Oversight Committee to conduct due diligence and develop a largely donor-funded capital project of $160.8M to address significant seismic resiliency and basic infrastructure needs, improve the fan experience, and expand Athletics revenue opportunities;
  • led teams in navigating a range of environmental, government and legal challenges (including two hurricanes and a global health pandemic) to bring the PacWave energy testing site project and RV Taani and Regional Class Research Vessels to life;
  • collaborated with the senior associate vice president for administration to establish OSU’s police department in 2020-21, expand OSU’s emergency management office, and transform Environmental Health & Safety into an EPA-award winning office.
  • established in 2021 the Enterprise Project Portfolio Management Office (EPPMO) to oversee complex projects with university-wide scope and impact and provide resources to the university community that help reduce risk, increase efficiency, and better deploy resources to ensure successful project outcomes; and
  • worked with the Office of Institutional Diversity and a committee of employees in 2021-2022 to create the DFA’s first DEI action plan, and in 2023, stand up a permanent employee committee to advance diversity, equity, inclusion and belonging within the division.

Mike joined OSU in 2014 as associate vice president for finance and administration and controller, and later acted as interim vice president for two years. Prior to serving at OSU, Mike was with the Oregon University System for 23 years and spent his early career in public accounting. Throughout his career in higher education and his service on the board of the Oregon State Credit Union, Mike has been a trusted advisor and mentor to many colleagues.

A national search for a new vice president for finance and administration will commence immediately. Given the timelines inherent in completing a comprehensive search for this senior leadership position, Mike has agreed to continue serving in the VPFA position as necessary to ensure stability in this key role.
